Position Summary

The Executive Director (ED) provides overall leadership and administrative management of the day-to-day operations of Fraserside Community Services Society in accordance with the Society's mission, philosophy, and governing documentation.

The ED holds the authority to make administrative and supervisory decisions in alignment with Board Policy and provincial legislation. This includes leading a high-performing management team, managing multi-funder contract negotiations, maintaining positive labor union relations, and overseeing the agency's financial control systems and properties.

Key Areas of Responsibility

1. Service Quality & Program Excellence

  • Provide leadership and supervision to agency management staff to ensure high standards of quality care and service across all Society programs.
  • Ensure program delivery aligns strictly with the philosophical orientation and core values of the Society.
  • Review clinical practice across relevant programs and conduct annual evaluations of overall program effectiveness in consultation with agency funders.
  • Identify emerging community trends and opportunities to enhance existing services or expand FCSS’s footprint.

2. Governance & Board Relations

  • Keep the Board of Directors fully informed through detailed monthly written and verbal reports, attendance at Board and committee meetings, and timely preparation of meeting materials.
  • Lead the annual review and execution of the Society’s Strategic Plan in close partnership with the Board.
  • Initiate, develop, update, and implement Board-approved policies and maintain the FCSS Policy and Procedure Manual.

3. Community Engagement & Advocacy

  • Represent FCSS as Chief Executive Officer in all interactions with government bodies, funders, politicians, allied professionals, partner organizations, and the general public.
  • Represent the Society in major associations, federations, and sector tables to advocate for social services and community needs.

4. Financial Stewardship & Contract Management

  • Oversee the development of the Annual Budget for Board approval and ensure accurate monthly financial reporting, including oversight of the chart of accounts, bookkeeping, and payroll systems.
  • Direct and approve expenditures and purchases within Board-established financial limits.
  • Coordinate and monitor all contract negotiations with provincial and municipal funders.

5. Human Resources & Union Relations

  • Ensure adequate staffing levels across all programs and safeguard recruitment, performance management, discipline, and dismissal processes in accordance with Society policies and the Collective Agreement.
  • Hold regular management team meetings to foster organizational commitment and collaborate with program managers to identify and deliver targeted staff training.
  • Act as a liaison between the Society and the employees' union, fostering a positive, constructive relationship with union staff representatives and bargaining teams.

Qualifications & Competencies

Required Qualification

  • Minimum 5+ years of progressive senior management experience within the non-profit or social services sector.
  • Post-secondary degree in Social Work, Health/Human Services, Public Administration, Non-Profit Management, or a related field.
  • Proven track record reporting to and collaborating with a non-profit Board of Directors.
  • Experience working within a unionized environment and interpreting/administering Collective Agreements.
  • Strong experience managing over a million dollars operational budgets, financial controls, and funder contract reporting.
